One of the biggest hurdles to going solar is the upfront cost. The NSW Government's Home Energy Saver program — a $557 million initiative — tackles that head-on with zero-interest loans of up to $15,000, repaid over 10 years, so eligible households can install now and pay over time as the bill savings roll in.

Zero-interest loans of up to $15,000 are available to home-owner households with a combined taxable income up to $210,000, repayable over 10 years rather than upfront. The loans are funded by the NSW Government and delivered through approved providers (Brighte and Plenti).
Separately, the program is rolling out discounts of up to $4,000 for lower-income households (combined income up to about $80,000) and eligible concession-card holders. Unlike the loans, the discounts are also open to renters with their landlord's permission.
The loan is separate from — and can be combined with — upfront incentives like federal STCs and the battery discount. Rebates reduce the price; the loan spreads what's left.
